Abstract

“Marriage is to be discouraged”. Heteronormativity in the discussions about the Civil Union Agreement in Chile

In Chile, the Civil Union Agreement, prior to the Equal Marriage Law, left out the recognition of children of LGBTIQ+ people. This article analyzes the discussions that occurred during the deliberation process. The method used was a post-structuralist analysis of public policies that enabled the identification of the problem’s representations. It is concluded that heteronormativity is maintained in the actions of the State due to conservative discourses in the legislation.
